"Woman Can Do It Local Actions" financed by the Norwegian People's Aid

The purpose of the project
The main purpose of the project is to prepare women that will candidate in the local elections 2007 representing political parties and independent candidates.

Goals of the project

a. long term development objectives

• To initiate that all interested former and actual parliamentary parties in Moldova formulate their gender equality programs and policies.
• To better organize women members in these parties and increase their political power within their parties.
• To established nation wide cross party women’s political network capable to cooperate in campaigning and lobbying for joint gender equality goals (more women in politics, reduction of poverty, violence against women, trafficking)
• To include the gender issues on local agendas
• To elaborate the gender policy and its implementation at local and national levels
• To aware the problem of “women as political minority
• To consolidate the women’ solidarity in order to support the European Union’s Politics concerning the Chances Equality

b. immediate development objectives

A higher and successful women participation in the 2007 local elections.

Expected results and indicators
- Improvement of gender equality aspects in the programs, policies and organization structures of participating parties
- Establishment of the nation wide cross party women’s political network
- Joint plan of action for gender equality in Moldova with clear priorities and potential partners.

Size and composition of the target group (direct beneficiaries)
The target group are the potential candidates for the local elections:
- Women from Political Parties
- ONG leaders
- Women from Trade-Unions
- Women in Mass-media
- Women from Public Administration/Local and Regional Councillors
(Every seminar will involve the participation of a group of 25 women representing these categories from different localities of the districts – rayons).

Indirect beneficiaries
We consider that the indirect beneficiaries are the social groups the participants are coming from (Political Parties, NGO-s, trade-unions, mass-media, public administration). After ending the seminar, women that will have been involved in the project will share the information with their colleagues, families, etc. We will arrive at a bigger dissemination of the information.

- The Creation of a Board of Supervising

- 6 seminars for the Parliamentary Political Parties

- National evaluation workshop
- Two press conferences
In all, there will be organized 33 seminars, in 25 rayons (District) The seminars organized within the project will be realized in Moldavian rayon; excepting TRANSNISTRIA and GAGAUZIA (a separate project will be implemented).
In every District Centre, a seminar of 1,5 days will be organized, and will involve the participation of women of the whole region (women from rural zones, as well as from urban zone). Unfortunately, TRANSNISTRIA is a zone which is not controlled by the Moldavian Government. It is very difficult to enter the territory and to organize such activities. More than that, the local elections do not take place in 2007.
After each local seminar, women participating at the seminar together with the local trainer will organize local actions (such as round tables at which will be discussed problems (as domestic violence, human traffic, breast cancer, etc.) that face the women from the respective district; elaboration of brochures with specific topics).
The training of trainers seminar will be organized in January (26,27,28,29).2006, the evaluation seminar and the reports writing is planned for September 2006.

In order to select the person to be involved in the seminars, we will apply two methods. The first method is the selection under a recommendation letters. And the second, which assures bigger information about the existence of a training opportunity, is the announcements through mass-media.

The selecting criteria will be:
- women motivation and interest
- geographical criteria
- a larger political orientation representation

Two weeks before the seminary, the team of trainers should send a standard letter of invitation, and a reasonable number of application forms to all local affiliations of political parties, in mass media, trade unions, NGOs. Young women and women representing ethnical minorities will also be given priority. Every group formed by the trainer should not exceed a number of 25 persons.
Regarding the trainers, their selection will be based on their knowledge and their understanding of the gender issues. The selection of trainers will be done on the basis of the participation of some of them in the previous seminars organized by the Club (in quality of trainers or participants) within the GTF. The selection criteria will include, among others, knowledge of Romanian and Russian, experience in NGOs, trade unions, political parties, ability to work in a team, etc. Furthermore, the selection will be made in such a way to ensure representative ness of political parties, trade unions, mass media and NGOs, and also geographical representation.

There will be selected 28 trainers. Every group of trainers will organize 2, and some groups 3 seminars. Every seminary will be organized during 1,5 days.

During this period, the participants will be given the necessary information about the:
- electoral systems
- public administration
- information about CEDAW
- gender equality – theory and reality
- politics in women opinion (qualities for being a politician, debating, etc)
- techniques of domination
- the power of the language
- Network work – the organization of campaigns.

All this information will be structured in Chapters included in the Book “Woman Can do It – Local Action).

Duration and time plan of the project
November 2005 – Octomber 2006 (11 months)

The total cost of the Project is 57, 471.00 euro.
